It looks like he did. I would not do this. i would only wire a larch in April/march before the green is out. Otherwise you commit two insults at once. The rule is - only one insult at a time.

I do the same, wiring in Winter before budswell is safest but it's interesting Peter plucked needles. I only do this to clean up the undersides - so it's performed sparingly.
