European olive -- pretty sure it's doomed...

Noticed leaves starting to stand up 5 days ago. Inspected tree, noticed bumps, pretty sure it was scale but there was never anything on the leaves. Removed the leaves that were already loose, hoping it wouldn't waste energy. Leaves that currently remain were much greener then.
4 days ago, I tried removing bumps-- scraping away with nails, dabbing with rubbing alcohol, etc. to no luck. Applied some neem oil. Made sure it got some direct sunlight on the days where it was getting warmer.
2 days ago, I noticed it wiggling from the base, but haven't checked the roots yet for fear of further stressing it. The leaves have gotten a bit browner but there's still a little green. No increase or decrease in bumps since I noticed them.

Things seemed pretty good for over a month. This was a gift from my well-meaning boyfriend, but I just didn't have the space to take care of it in the winter here (6a). Very bummed, both of my other trees are doing great :(
I'd also appreciate confirmation if this is indeed scale (for next time).

It maybe could sprout from the roots but looks pretty toasted and dryed up, sorry

Shame, but can't say I'm surprised. Looked up a little about root sprouting and think I'll give that a go if there's no sign of improvement in a couple days. Thank you!
