Late winter I ground layered an hedge maple - took off a nice ring of bark but did not put a wire around the top edge. Today I checked for roots cause the tree is growing like crazy but no roots around the top edge, just this "granulation", callous tissue growing there. I guess the layer failed - what now? take the whole thing apart and scrape everything off now, try again this year or leave it alone and try again next spring.

The "granulation" you are mentioning are the cells that can develop into new roots. If you cut a new ring just below the callous part, the chances that it will produce roots are very good. Be careful to scrape off any trace of cambium.
