biglou113,
Commercial growers use mostly chemical controls, and pre-emergent herbicides are a major part of that strategy. Pre-emergents can be sprayed or broadcast (granules) over trees with no effect on the trees. Consult your local garden center.
We use ground cloth extensively. The installation and planting does require a lot of manual labor, but over just a few years the cost is much less than chemicals.
In spite of the ground cover, weed seeds will sneak into the holes where the trees are planted. We do use some pre-emergent herbicides to augment the ground cover.
When weeds to appear, pull them quickly.
If you prefer to use Round Up, paint it on the weeds with a brush and you won't need to worry about drifting spray.

Good luck,
