quick question here, does juvenile foliage on a juniper grow into mature foliage, or does the mature foliage replace the juvenile foliage over time?

It'll eventually turn back to mature foliage.

The juvenile foliage will always be juvenile, and will eventually turn yellow and fall off after a few years. Eventually, as the branch elongates and assuming whatever stress caused the foliage to revert from scale to needle has been dealt with, adult scale foliage will be produced.

That's assuming that what you have is a scale-leaf juniper and not one of many types of needle juniper, which will never produce scale foliage.
