I started a ground layer on a BC a few weeks ago, and I see the callus forming nicely all around the trunk but no roots.
The roots bellow are still growing vigorously, and so does the tree.
Any advice?

Just make sure the cambium are absolutely separated, you can carve a little more out under the callus if you wish. Otherwise cover it up with soil, the roots will come out.
Here is my experience: I did a few ground layers. In all cases, the roots below still grow a little but roots did form well at the ground layer. A year later I dug the trees up and was able to cut off the roots below without any issue. BCs form roots so readily, just give it some time and you will be OK.
