Hello, Black like spots showing on some of my tropicals what could it be?

There seem to be some small flys flying around my trees. Also I noticed some white tiny bugs in one of my bonsai soil. What do you think it is. Also I sprayed them with neem oil and put the bonsai with bugs outside.

Also I sprayed with neem oil. The flys went away after I sprayed with neem oil. In the first pic the underside of the leaf. Also it seems to be picking plants That were repotted a few weeks ago.

some of the leaves look like dirt sitting on them and others look like they are in the leaf itself

The answer to every question is always, "it depends". You need to give more info on conditions: indoors/outdoors; sun/shade; history/length of ownership; general health/major/minor potting, trimming, ad infinitum. Detail or close pictures and full portrait of all individual plants in question.

Hello I did not get any pics but I definitely think it was white flys seeing as there was some sticky stuff on my leaves so I placed some sticky pads up and washed and treated plants with neem oil.
