Help my tree is half dead

Hello! I have a chinese elm that is around 15 years old. It has always been in good health. A few months ago all the leaves fell off (which has happend before in its annual cycle) however this time no new buds started to grow. The tree became very brittle and aone of the smaller branches dried out completely. I thought it may have been overwatered. I have let the soil dry out and started to give it a little water every few days when the soil is almost dry. Today i noticed aime new growth on the main trunk bit nothing on the rest of the tree.
Does this mean the tree is still alive and should i be doing anything at this time to the upper branches like trimming ir removing completetly. I am a beginner and any help or advice to try bring my tree back to life would be much appreciated.

One of the reasons I no longer entertain members of the Ulmus family. About ten years ago I lost a beautiful little Zelkova Serratta to some mysterious fungal disease along with almost every other member of the club with Chinese Elems. The trees looked healthy they just did not wake up from winter, indoor, outdoor it just didn't matter.
