Does anyone know what this is or how to treat. Seams to be harming some of my pines. Ive tried daconil and pesticide.

Might it be the same white stuff that is on your bald cypress?

Where else do you see it?
When did it show up?

I'm thinking either you've been haphazardly spitting loogies or that it might be some sort of 'wooly' scale thing. But I give up unless you can do some basic detective work - see your other post and answer those questions as well.

Just a question, do you know how hard is the water you are using on your plants?

Does that white substance dry out and form a crusty gob that turns to powder when you squeeze it?

I don't think so. Havent messed with it much besides spraying it. Just been pretty busy this time of year.
