You probably can't work out what to do because there's so little to give you clues and to work with.
Nothing for scale so I'm just working off the leaf size and roots and it appears to be quite small.
You need to decide what sized bonsai you'd like to aim for. After that just keep trimming the branches so you get more and more bushiness. Eventually there will be enough branches to give clues as to a good shape. In the meantime start looking at tree shapes, especially ficus for inspiration. I guess there's not likely to be many old ficus street trees in your area so that probably means some searching on the net. Look at real trees as well as bonsai to try to find out what real ficus look like.

I'd also cut off those circling roots to clean up the base of the trunk but if you like the look leave them be.
