The aquarium stores usually have tufa rocks. Some building/landscape supply yards could have some too. Ibigawa rocks are impossible to find in this country. Although one aquarium store in my area also carry a black volcanic rock that resemble ibigawa rock in some pieces. Your local aquarium shop is your best bet. Ask them. They might point you to a wholesale supplier.

Look for "Lace Rock." It is our version of Ibigawa; volcanic, large holes, great for planting. Sometimes called California Lace...
