Infestation

Was looking over my junipers this evening, and found a colony of these little buggers on two of them... Any ideas as to what they might be?

Sorry I couldn't get a better photo. Will try again tomorrow if I can get the other camera to work.

Never seen them before.Looks like a good reason to put on a systemic if a jet of water does not take care of them.
