Insecticide for Japanese maples

What’s a good and safe insecticide for JPMs? I heard Neem and hort oil should never be used on JPMs. I tried systemic (bioadvance Tebuconszole, Tau-Fluvalinate) but something is still getting the leaves. Please advise.

I would like an answer to this as well. Been picking these critters off my JMs by hand. They seem to scoop off the leaves nicely with my pinky nail - otherwise they seem to nestle in pretty well into the folds of new leaves. I've let the nail grow for this purpose and people are giving me funny looks. Between the long nail and walking around covered in rooting hormone from my attempted layers, people really don't believe I am preoccupied with little trees. They're starting to think I have a whole different issue.

They will suck out the sap and crap it out as honeydew (I will never look at the melon the same) which will attract ants and fungi.

I don't see anything that suggests insect damage.
If you have aphids you can use the old-fashioned soap treatment.

Is this method also effective against other insects like caterpillar...

Definitely a true bug. They have a straw-like sucker, no idea what this one eats, seeds, plant juices or insects, but it won't cause the damage you showed.
