Is it late to repot JBP?

Hi everyone,

Firstly I hope everyone is doing well during these days under quarantine. I bought a big JBP bonsai this winter and it had not been touched for at least 5 years. I was waiting for temperature to get normal but it was cold after 2 weeks of really good weather. During that warm days the tree started to push the growth. I think I am about to miss the window. Because it started to grow the needles.

Do you think it is late to repot? I assume it has no fine roots near the rootball. It is also raised in the pot. If you don't suggest to repot, would you suggest to heavily fertilizing?

It’s getting late, but if you don’t remove too much soil or roots you can still repot.
