Is this chopped tree salvageable?

So someone extracted this tree and left a surprising root ball. It's thrown some suckers already and they look like possibly Elm. I was about to throw it in the trunk and deal with the wife rolling her eyes later but can I even work with it? The truck is pretty thick...about a foot. The initial suckers are pretty low and it's been baking in the sun for who knows how long.
