Itoigawa behaving like a teenager.

One of my junipers, an Itoigawa, wasn't reppoted, hard pruned, trimmed or trashed around for one and a half years.
The only work done to the tree was wiring it by the end of the winter.
It is healthy and growing fast, but...
As you can see, there is a mix of scale and juvenile shoots, and I see no reason for that. Two other Shimpakus were wired at the same time and have no spiky needles at all.
Any hints?

Itoigawa just does that. Normal, and one of the only 2 faults they have.

Well, thanks for being so reassuring about it @Brian Van Fleet , I appreciate it .
Do they take long to revert to scale? Or should I simple ignore it and keep the tree's schedule the same as the other junipers?
BTW, which one is the second fault? Out of curiosity?
