I don’t keep a very close eye on these but noticed this rusty powder stuff.
if anyone could help id the substance and treatment I would appreciate it.

Needlecast ( VARIETY OF TYPES)

CONTROL

Avoid overcrowding of trees and prune to allow for air circulation and light penetration within the canopies of conifers. This reduces damp conditions, where these needle diseases thrive.
Infections can generally be controlled with properly applied fungicide treatments.
Daconyl, Bonide Infuse granular systemic for example!
Timing varies depending on which needle disease is causing the problem. Also, proper irrigation, mulching, and fertilization as needed are recommended to help improve overall plant resilience.

I think I only sprayed this critter down once then forgot about it. I did move it to a different location where it gets more sun and doesn't stay as moist. I tried removing the wire but some was pretty well absorbed so I guess I'm trying out that technique now. It looks like the cheeto dust is only on the old needles, should I just remove those or just try to be more diligent with the neem oil?

Personally feel do not remove needles unless dead/mostly dead as this tree needs to feed roots but do spray daconyl/copper alternately not sure about kind of systemic.
