Japanese elm?

Just picked up this elm from Ms. Maruyama and wanted to get some help identifying. She only told me it was a Japanese elm, and when I asked if that was the same as Nire/ Zelkova she repeated that it was a japanese elm...

Including some bad pics, will update with better ones soon. It has variegated leaves with white tips and rough bark. Did some research, and it sounds like "Nire Keyaki" is known for having rough bark and fringed leaves, so that's my current hypothesis. Would love any other takes or experience with this variety.

Looks like a regular chinese elm with white fringes.
Ulmus parvifolia 'Frosty' or something similar?

The zelkova I am familiar with has smooth bark. There are varieties so maybe there is a rough barked one but I have not seen it. Zelkova leaves also usually longer than wide.
I would also ID this as Chinese elm.
