I don't think they do much harm if the numbers are not big to where it cover the entire branch. They should be able to rub off.

Could be that something laid eggs, it rained, and the maggots crawled up to get some air. Could be hover fly larvae, which eat aphids. But those larvae always turn up after the aphids do.
