I wouldn’t buy it. This tree has quite a few flaws, overpotted being the least among them. The roots are a mess, and the tree should actually be planted deeper so they present a solid base. The primary branch is a problem. It sets the tone for the tree, but it is straight and has no taper, and has no foliage in close.
If it was mine, I would start by evaluating if the tree could be styled without that primary branch, and the next one up on the left. Can they be replaced with what are labeled 1 and 2?
In the fall (like in 4 weeks) I would prune it back hard to the first pair of healthy shoots on each branch and remove the primary 2 branches if you can. In the spring, I would repot it deeper, at the planting angle shown by the green line, without pruning roots too much. It will be a bit stressful work on the tree, so hopefully you can keep it healthy and by fall 2021, it will be denser and ready for you to wire.
