Thanks DaveThe seedling needs to grow a trunk which takes lots of foliage. I'd leave the buds to grow into sacrificial branches to be removed down the road.
First year seedling, let it grow, let it grow! For the first two or three years keep all the growth you can. Remove branches or buds only if they will create an issue for development. Refinement techniques such as selecting two buds and cutting back are not beneficial when growth is the primary focus.I had a beginner question regarding first year seedling branch selection. Should you let all buds grow for strength? Or direct the energy to maybe 2 or 3 buds?

That looks like a terminal bud (apex bud) not a lateral bud (branch)Is that whats going on with this 8 month old? Is that a bud for another branch or just the continuation of the main branch? Im not gonna mess with it but Im just curious. First time grower of JBPs.
