Fill out your location and zone! If you are in the US, it is the wrong time of year to do a structural prune on junipers. They need the foliage to stay cool in the summer heat. Regardless, keep the guy in shade and hopefully it recovers, mist foliage. Next Spring, I would begin lowering the side branches while they are still pliable. I would not get rid of any more foliage and plan on repot the following Spring if it is growing healthy. Eventually, you will want to cut near the red line to increase taper but we are talking a couple of years down the line based on the health of your tree. Good luck.
