You've either got spider mites or a root issue- hard to tell if the roots are too wet or too dry without knowing what soil they sit in, though.

Than that probably can be ruled out if it was still happy this spring ...

If you think its the doing of mites did you actualy check if you could find them?
Piece of white paper below the foliage and shake the foliage to see if any mites drop on the paper

It is definitely mites. So I saturated it with neem, and will be blasting the foliage with water every day and applying neem every 7 days until I am sure they are gone.
Any other advice?

Maybe foliar feed(fish emulsion) or hb101 is worth a try but dont know how well that goes with neem oil...
