Most junipers would prefer dry conditions to wet. The symptoms are consistent with overwatering as well. (My comment above was asking for pictures. When I refreshed, I saw you'd posted them ...and I couldn't delete my post.)

I'd check for spider mites, but I'd suspect the new foliage would be effected as well.

Could you be giving it too much water? Allowing it to rest a bit between waterings might relieve some of the stress of being constantly moist. I've heard that too much water can cause a tree to quit soaking it up all-together to protect itself because it just can't take in all that moisture and root-rot happens. If you're worried about the temps., misting the leaves could keep it cool while the soil dries out a bit. Also, burlap might be used to shelter the tree during the hottest hours of intense sunshine. It's a beautiful tree so I really hope it pulls through.
