Juniper pest or fungus?

Hello,

A few of my junipers have this issue where most of the lower part of the stem has turned lighter green which looks anemic compared to the new growth. Unsure if is mites or a fungal infection. I have been spraying them with Beesafe 3 in 1 garden spray.
Kindly advice.

First two seem like normal growth-habit. Last one COULD be, but seems a little different. Clean out the yellowing foliage.

Some foliage dropping is to be expected but in that third pic it's 70% of the foliage.
Something is telling me they're not in the best conditions.

I too think they might be thirsty. I have a juniper stowed away somewhere that I kept forgetting to water. Everything but the tips is dying.

How often do you water?

I am based out of San Francisco East Bay. Gets fairly hot in summers. I water manually every two days during spring and more frequently as it gets hotter. Mostly water in the late evenings. Soil is pumice, akadama and lava. Water seems to drain off well.
