Late summer conifer repot in 8b, bad idea?

I have a Hinoki with that same bulge. I wonder if it is the result of a grafting technique. Mine is a dwarf variety, “Dainty Doll”.
I was disappointed when I uncovered the bulge, it’s pretty ugly. I am going to try carving and shari in the area to correct it, but will be interested to see if your ground layering works.
I jinned one of the trunks and it looks better already. More carving will happen next year.

a shari could work to begin with, one that gets wider towards the base
