Lighting question

So I have a 4 foot t5 ho light currently on my ligustrum lucidum. I have 1 warming and 1 cooling bulb. it's been under it for a couple days and I see no changes in the leaves. my question is is this enough light or should I have 4 bulbs? What is to much light ? Also I have looked and looked and can't find if this plant needs dormancy

Right next to the sun is too much heat. But not too much light!

What change are you looking for?

I beleive it needs dormancy.

What's your location, skallywag? These are landscape plants where I live and need no winter protection. Where do you live?
