I have used bacillus subtilis against powerdy mildew with pretty good rate of success. I suspect lime sulfur will kill powdery mildew as well, but the stuff is caustic and might damage delicate plant cells too.

Alternative: 2 tablespoons 3% hydrogen peroxide in a quart of water (peroxide releases oxygen that attacks the fungal/bacterial pathogen, becoming just plain ole water - very eco-friendly).

Lime sulfur is still used in small private orchards in my area as a general dormant fungicide, so it most likely is effective against powdery mildew. Personally, I don't care for the rotten egg smell (it gets in clothes and skin) as well as the health hazards in spraying the stuff. It is a strong base, so it isn't a good idea for it to get in one's eyes (wear goggles) nor to inhale the sprayed mist (wear a face mask) Likely, I exaggerate the health hazards for small scale home hobbyist use - dunno.
