As far as I know there might be hardly any progress yet. Maybe check, but not disturb very fine beginnings of roots?
My knowledge is very limited, but I am studying air layering of cork oak...

It won't hurt to wait until the end of summer, if you can be patient that long.

I’m also in the Tampabay area, and anytime I look at those beautiful twisted branches on the life oaks and think of doing the same. 45 days may not be enough, although if you have the laddre handy, make sire its still moist. I’ve made many unsuccesful airlayers where I didn’t go deep enough with cutting. Good luck

I definitely cut down to the cambium. I check periodically and inject water when needed

I've never done an oak air layer. I have done JBP and Malus. My JBP took a full 16 months, one took 28 months.

Malus took a full 6 months.

For oak I would allow at least 16 months, it may form callus first summer, and the callus might not make roots until second summer. Must be kept moist whole time.

You might get lucky and get roots earlier, might not. Oaks are not known to air layer easily.
