Locust?

There are a number of these around Laguna Beach, and if they are locust trees they are much more gnarled than any I’ve seen (online or in-person).

Do you agree that it’s a locust? If so, honey, black, or another?

I doesn't look like the pseudoacacia growing here, those have deep vertically ridged bark after 15 years, and the young branches are full of thorns.
I am not seeing those two identifiers.
My guess is honey locust.

The bark is different than the Black Locust round the Mid Atlantic...I also don't see thorns.
The leaves resemble black locust....doesnt look like honey locusts at all to me.
