Malus sargentii, getting taper

My landscape sargent's crab apples generate a lot of root suckers that can be transplanted. I have been experimenting with attempts to develop some as possible pre-bonsai to be lifted, if they look promising. My problem, for which I am searching for suggestions, is how to get taper. The branches tend to grow out horizontally or even at a downward angle, so they are difficult to make into a new leader after a chop. Here are illustrations of one.

Repeated cutbacks are the best way to build movement and taper. I'm pot growing some crabs that have similar, haphazard back budding in response to the cutbacks. I simply pick the best bud for the new leader and wire it in the best direction before it's lignified. Anyway, my only suggestion for you might be to be more ruthless with your chops and being ready to use wire if you need to.
