Mite be Spiders?

Hello,
My Juniper has webs, mainly between branches, not really in the foliage. I did the white paper shake test but not much there. I've sprayed Neem Oil and still webs return. Could this be spiders and not mites? How much do I need to worry about this? There is some browning to foliage on the left branch.

Those webs are way too big for mites which are tiny buggers. I am surprised the neem has not killed the spiders but I am glad they have a spot to hide away from the poison.
