Mugo Pine care

New to Bonsai and this is my first post!. I usually play around with junipers and cotoneasters but I found a mugo pine at the nursery today with an interesting trunk that I thought might have some potential. In any case I could use some advice for initial care.

I live in San Diego, 9b
Mugo Pine, nursery stock, 1 gallon, purchased today

My first question is should I wait until summer to repot and style or is it recommended to repot sooner since it looks fairly root bound and likely in this container for some time?

My second question is pertaining to the buds in the last two pictures. Should I reduce these to 1-2 buds now or is this better done another time of year. Should I just wait for candles to extend in spring and cut them and reduce buds next year?

Lastly, can you recommend a decent fertilizer readily available on amazon.

Do a quick search for “Mugo Train” - that is the thread you should spend the next hour or so reviewing. And then do it again :)
