My first Mame bonsai (Symphoricarpos sp.)

I was training this little Symphoricarpos sp. root cutting to be a mame bonsai and was planning to pot it in this clay pot (recycled candle base). It was growing well but I noticed little white stuff on the leaves. I was wondering if someone can confirm its a fungus infection. Any input will help as its my first attempt at mame

Sorry I'm not knowledgeable to advise on the white stuff, but I think I saw somewhere that if you use pots with a lip it makes it difficult for repotting...I could be wrong though I'm sure someone will correct me if I am! Hope it works out :)
