I would not cut any roots now.

When was the last time this was repotted? The kind of work you're talking about is done at that time. Doing work on the roots while the tree is actively growing is not a terrific idea.

I agree with rockm, that waiting untill the tree is dormant is the best, but dicuss with them as far as if winter/early spring... also, if this is an import, which I believe it to be as well, often they are thrown in mediocre soil when repotted, often just regular soil... a little hard to tell in the photo, but I believe that it looks it... so, to anybody who grows these, you might suggest the soil he should repot this in when it is time.
