Can't id the maker, but it's an older Japanese import. The "Japan" stamp indicates, to me, that it's probably 1970's-1980's...It's nice, but check for dings, cracks, etc. It looks "well-used" and those things can be an issue...

Not 'super rare' imports like this are very common in the U.S. now . Matt Ouwinga and others are importing tons of excellent pots from Japan these days. Back in the 80's and 90's they were rare and commanded higher prices. If you haven't already, it's worth looking through here:
FWIW, pots with a stamp and handwritten signatures TEND to be better than pots with a stamp alone. A handwritten signature TENDS to show that it was the potter's individual effort, as opposed to a mold or "regular" production...
