Neem oil products

So a couple of my juniper procumbens have developed a nasty spider mite and scale infestation. I was recommended neem oil on another forum, but I was wondering what specific products people use. While shopping, I noticed that there were commonly either a 1% neem oil solution and a 70% neem oil solution, which of these would be the better buy? If you guys mix your own insecticide using neem oil, care to share? Thank you for taking the time to respond!

I make my own, a full tablespoon of cold pressed neem oil on 2 litres of warm water. I add dishwashing soap drop by drop and mix until I have an emulsion with no 'oil pearls' on top of the water.
Then let it cool and apply.
