When you do, leave the wire on longer. With juniper, a year or more may be needed for the branches to set and stay in place!

I think your tree shows the same challenge than many have. Somewhere someone has made videos saying you should remove all inner growth. But that is the growth you need to fill your canopy. So my recommendation is to reduce branches from the outside in. Cut backthings that are too long. Remove branches growing in the nuckles of side-branches. Wire main branches and set them. While you wire, remove stuff you do not need for the canopy.

Removing stuff from the inside is done when you position the branches and know: I do not need this now, nor in the next 2 years.
