Newbie Arborvitae question

I'm pretty new to bonsai, I had some trees in the past that died over winter and have been getting interested in it again and especially interested in finding some trees to start to work on.
I have this arborvitae that came up in a corner of my garden, it's around 8-10 years old, and has been totally untouched. It's been growing slowly in a shady area with clay soil, so it's not much more than a sapling, really, the thickest part of the trunk is barely an inch and a half diameter.

Does this look like it has any potential, or would I be better off just buying a more suitable species from a nursery?
BTW, if I use it, I was thinking I would dig it up, trim some roots, and replant it on top of a tile to force the roots to spread out, and cut it down in height as well, then give it a few more years in the ground. Is this a good idea and what would be the best time of year for this? I figure it should be done when it's dormant, but is fall or spring better?
