Newbie please help

I got this plant a few days ago, need help identifying. And it seems to me it’s turning white or dry not sure why.

Welcome to the site!

What you have there is a juniper... and it looks like a procumbens juniper to me. The lighter grey/green growth is actually new buds breaking out - which is a good sign!

Hello thank you for the welcome and the answers. I was wondering if this should be kept outside, and how often I should fertilize it.

Juniper should definitely be kept outside. They usually only live a few weeks indoors then start to die.
Fertilise wvery 2-3 weeks through the growing season.
Water when the soil starts to get dry. How often will depend on the soil, how root bound it is, your location, climate and weather so there is no set number of days or times per day.

Adding a location to your profile will let others give advice better suited to your area.
