Nursery Stock Cotoneaster - Thoughts?

I found this tree in a nursery by chance and I thought it has a potential to be a bonsai. I asked but nobody knows the species of it. I'm not sure, but I think it's a cotoneaster pannosus. If anybody can identify the tree, I would be grateful.

Let me show you the tree and explain my thoughts and plans.

I like the movement of the trunk and the base of the tree. The branches are the weakest point.

It has more then one front. My favorite is the first one.

I think it's best to shorten the tree to the point which I marked below, and create an apex there. I couldn't decide whether or not to create a jin that comes from the apex. Probably I won't do that.

I will probably wait for the late winter for shortening the tree and pruning the branches. I think if I let branches to alongate until that time, maybe I can thicken them a bit.

So, what are your thoughts and suggestions on that? Has it any potential to be a bonsai? What do you think about the tree and my decisions?
