Does anyone really know what to do with them?

Say you have an old twig minus it's growing point but with a few sad looking leaves,should the stalled twig be cut back a few millimeters to encourage activity?

If the twig is healthy and growing, it can be cut back aggressively. But if there is no growth, then it should be left alone until it takes off.

It's been that way for a year,soon it may have the nude look.

I'm guessing i cannot expect new buds on a leafless twig.
