Portulacaria afra pests

I’ve got a few portulacaria afra inside under a grow light until it is warm enough to move them back outside. Just noticed a bunch of white things, I think they are bug casings, on the leaves of some of the plants. Was wondering what people thought they might be and the best way to deal with them.
Are they spider mites? Something else? Spray with dish soap and alcohol? Dish Soap and lemon juice? Neem oil? Something else?

My son had this issue when he moved the P Afras into a grow tent. Neem oil and soap seemed to help, but it was hard to get ahead of the bugs' reproductive cycle. I believe all his P Afras were repotted out of potting soil-type substrates and into mainly inorganic bonsai soil and the issue seems to have fixed itself. I believe whatever it was laid their eggs in the soil and once there was no more potting soil they died out.

Am am plan on repotting them all this spring, so maybe the neem and soap can fight them off til then
