It seems to have a nice trunk and some nebari. Id probably give it shot.

Keep in mind though that it will still take a number of years to develop fine branching up top.
Could be a great learning tree for boxwood and you might end up with something pretty nice in a few years.
 
Hard to say. The base is large enough, but everything is leaning away from us and we can't see the opposite side.
 
the tag told me that it is a Japanese boxwood.. regardless I picked it up for $12.. I guess now I need to find out what I need to do with it at this point..
 
The price was right! Good luck with it...if I were you...I would be searching images for that particular bonsai...and see what it maybe able to be trained to do.

well now that I have at home I can spend more time cleaning it up and taking some pictures this evening of it.
 
I am sure you will find a really nice nebari after it is cleaned a bit. Good score! :)

I find boxwood to ramify super fast and can take lots of abuse. You'll have fun with this one.
 
For cleaning that trunk, try a soft bristle toothbrush and water. That green should come off pretty easily.
As far as the foliage goes, allow some leaves to remain on everything you want to be green. The farther out on the branch that leaves remain, the farther out new growth may appear.
Your tree looks pretty typical in that they have very dense canopies which prevent a lot of sun from getting down inside, near the trunk. Selectively removing single leaves can retain the general shape of the tree while letting some light in.
Take plenty of before and after pics, and show us!

A few more angles...an odd almost double trunk...and bit of a reverse taper from that angle.
Should it be repotted now or spring...also should it be trimmed now or later?
 
Most would probably advise to just clean it up a bit and wait for spring time. Remember the first lesson we all must learn is how to keep our treasures alive for many years. And the most difficult thing to obtain is patience.
