When doing an air layer with something that has a dead spot do you have to cut the dead spot out till you find a living piece?

If it is to have roots all the way around the layer, the area to be layered must be alive all the way around. Digging out dead wood may help slow rotting, but wont make it issue roots from dead tissue. Roots are issued from the xylem, not heartwood.
