Removing bud scales on deciduous

In Morten Albek's new shohin book he talks about removing bud scales on deciduous trees in the early spring to harden the new stalk faster and have a shorter new stalk. This is separate and in addition to pinching central buds.

I have never seen or heard of this technique before. Does anyone have any experience with it?

In his section on Chigohazumi, Meriggioli (Bonsai Maples, p.192) refers to removing bud scales in order to be able to open the first pair of leaves, in order to be able to pinch the bud inside. Chigohazumi is performed earlier in the year (in effect, as early as possible) in comparison to 'normal' pinching.
