Repeated pruning back to a node (jap. maple)

Hi,

I have a question regarding a certain japanese maple tree under my care.

The second branch is currently thicker than the first branch. Can I safely rub off / prune shoots off the second branch while I grow the first branch? Will the second branch be consistently putting out shoots next season from the node it has already been pruned back to?

Take the apical leaf out of the second shoot. This Will delay its Cut back in fall/winter. Let the first branch grow unrestricted til the desired thickness
