Repot/new soil winter

Hi everyone. I bought some stock small trees from the garden shop 2 weeks ago. I am unsure of whether to change the soil to them now that winter is coming. (Norway) one of the plants have a really bad soil wich water wont sink in. And another tree seems to have some white mold on top of the soil? Whats the best to do here. Its just a couple of weeks/days before the frost will be here it looks like

I'd probably scrape the top layer of soil off until you get down to where the trunk base flares into roots. Once there, for the tree not absorbing water I'd just get a stick, steel chopstick, or wooden skewer, or whatever and push some holes down as far as possible.

I dont recommend doing any root work in winter or as winter approaches.
