Scale Treatments?

I'm seeing these white spots on my junipers. It's only on the tips. I want to verify and see what kind of treatment others recommend? This is present on three of my pre bonsai. The photos are of the worst area on one of the trees. Secondly, I have a pine and an elm placed near these, but I haven't seen the same spots on those trees. Can the scale affect those trees too? Thanks in advance

@Dav4 Thanks for your reply. I shook the foliage over white paper and did not see any movement on the sheet. That was a couple of days ago. Compared to the photo you shared, this looks like something different since it's only at the tips of the shoots of my juniper. These trees have been looking less green lately and I'd like to get to the bottom of it. I thought it was because it has been raining frequently the last couple of weeks, but these white spots have me concerned. Roots look healthy and ready for a repot soon.

I am not seeing scale here either. Maybe its my old eyes. Where are you located? Its pretty hard to know what to look for or consider when we don't know your climate. You sure it isn't new growth, again depending on your climate. You said it has been raining a lot. Could it be a fungus. Again it is climate dependent.

Still am not seeing scale. I believe it may be phomopsis, a juniper fungal tip blight. It would be uncommon for scale to only inhabit the growing tips.

@Aeast I think you may be right. The tips look like they could be hollow. Have you dealt with this before? I am considering an insecticide and pruning off the affected tips.

Looks like leaf miner to me.
You may be right. I have never seen this but I know it can occur on juniper and arborvitae. I have had good success with using Safari on other leaf miners and on scale, mealybug and adelgid. It can be used as a spray (when bees or not around) or as a soil drench.
