Because of COVID-19 and quarantine, I decided to pot more seeds since the first batch I had had zero germination. As you can see with batch #2 I got quite a bit!

The really big one in the corner is a flame tree. Only 1/4 seeds germinated so far. Are the others dead?
I got one of those amazon packs with: Brazilian Rosewood, Black Spruce, Flame Tree, Dawn Redwood, Colorado Blue Spruce, Japanese Black Pine, Siberian Elm Tree, and Buddha Tree
I’m watering every other day, should I go to once a day?

Water when the soil has dried.
You could use a wooden chopstick in the soil as an indicator to see if it's wet, damp or dry; the wood will discolor from the moisture.

I take it the flame tree is Delonix regia as it appears to have legume like leaves. Many of the leguminous trees have hard seed coats so they do not all germinate as soon as they get wet. This is an adaptation to survive in hot, dry areas. It may be good for the species but it can be a pain for us growing them. Typically a couple will germinate fairly quickly but others may take ages to absorb enough water to germinate. Scratching the seeds before planting or pour boiling water on them before planting can get a more even germination or you can just wait and see how long it takes for the others to grow.

I just noticed today that when it got darker outside the leaves started to droop. Is that normal?

I don't know Delonix. Over here flame tree is a brachychiton.
I have seen other posts talking about some trees that close their leaves at night but not sure if that was Delonix r. Try the search function to see what others have been doing with that species over there.

I haven’t seen anyone saying that the leave droop during night time, but mine droop during night time and then perk back up morning time when the sun is out. If it’s cloudy, it’s kind of semi perked.
